BERC consultants have extensive experience in:

A combination of government and regulatory experience and insight paired with an understanding of business needs makes BERC's consultants different from any other private or public consultants. In fact, many of BERC's past and present consultants have worked for governmental agencies, private businesses, and environmental consulting firms, giving them a wide perspective on environmental compliance issues.​​

Rounding out and supporting BERC's technical consultants are the administrative and intern staff. The administrative side of the team brings a wealth of experience and the interns, though usually shy on experience, bring lots of enthusiasm and energy to pursuing the goals and tasks at hand.

Interim Director

As BERC Interim Director, Ms. Livingston brings more than 25 years of experience in environmental regulatory oversight as a California Registered Environmental Health Specialist (REHS). Livingston previously worked as the Communications and Media Officer, Hazardous Materials and Environmental Health Specialist for the County of Sacramento Environmental Management Department (EMD) for more than 15 years. She also conducted regulatory facility inspection in Contra Costa and Los Angeles Counties. Environmental regulatory program expertise includes; restaurant/food facility, hazardous materials/wastes, air quality, water, waste-water, storm water, planning, solid and liquid waste.

In 2009, Ms. Livingston earned a County of Sacramento “Gold Star of Excellence Award" for the Gasoline Station Upgrade project to provide multi-agency compliance assistance / outreach to help businesses understand /comply with complex new regulations as well as avoid penalties for non-compliance -this award is the highest County of Sacramento honor that may be earned by an employee. Ms. Livingston has worked on numerous projects in partnership businesses, regulatory agencies, industry associations, and the media to find solutions to compliance issues in an equitable manner. This is the mission of BERC and why she came to the organization in July 2006.​

Chase Stremsterfer
Senior Permit & Environmental Regulatory Consultant

With 10 years of experience working as an Environmental Consultant at BERC Chase Stremsterfer helps businesses navigate through environmental regulations that affect businesses of all sizes. Seeing the landscape change in the areas of air quality regulation, hazardous materials/waste, storm water regulation, waste water regulation, zoning code, and other areas has nurtured the experience to help a variety of different industries in the Sacramento Area. Chase has also taken a lead role in coordinating BERC's Sustainable Business Program which certifies businesses that go above and beyond normal environmental compliance.

Chase received a firm foundation in environmental science through environmental science courses and general education from the University of California Santa Barbara. His education continued at California State University, Sacramento with a major in Environmental Studies with a declared a minor in Economics which gave him specialized education in Environmental Economics. 

Mr. Stremsterfer graduated December 2012 with a Bachelor's degree in Environmental Studies with a minor in Economics from California State University, Sacramento.

Jordan Zakaria
Jordan Zakaria
Senior Permit & Environmental Regulatory Consultant

Jordan is a Senior Permit & Environmental Regulatory Consultant and has been with Sacramento County since 2015.  He holds a Bachelor of Science degree in Environmental Studies from Sacramento State University and is a Registered Environmental Health Specialist. Prior to working for the Business Environmental Resource Center, Jordan was an Environmental Specialist with Sacramento County's Environmental Management Department (EMD). During this time he assisted both the Environmental Compliance and Environmental Health division by conducting regulatory inspections, providing trainings, and participating in enforcement cases. In addition, Jordan was heavily involved with the development of EMD's Cannabis Regulatory Team and regulating the legal cannabis industry. Jordan's areas of expertise include: Hazardous Materials Business Plan (HMBP), Hazardous Waste, Underground Storage Tanks (USTs), Aboveground Petroleum Storage Act (APSA), storm water, Small Water Systems, Consumer Protection (food safety/retail food inspections), and Recreational Health. Currently Jordan is providing guidance to businesses and residents on funding opportunities, Organic Waste Recycling, Environmental Permitting, regulatory assistance, and general questions related to starting a business.​​

Rebecca Settle
Sustainable Business Program Coordinator

Rebecca is the Program Coordinator for the Sustainable Business Program (SB Program) administered by BERC. The SB Program certifies businesses that voluntarily conserve resources and protect the environment. Rebecca assists businesses in completing the program checklist, performs in-person and virtual site visits, promotes businesses on social media, and edits the monthly newsletter. Rebecca graduated from the California State University, Sacramento with two Bachelor degrees in Environmental Studies and Women's Studies in December 2021. She is currently enrolled in a Master's of Energy and Environmental Management program through the University of Connecticut.
